Brewer precedent may spell doom for union bills
Friends and foes of the anti-union bills working their way through the Legislature may want to look at Gov. Jan Brewers record with public safety unions before they dub her the Scott Walker of the West.

While Brewer has signed anti-union legislation in the past, such as the 2011 “paycheck protection” bill that was overturned by a federal court, she's maintained a close relationship with unions representing police officers, corrections officers and fire fighters, who staunchly oppose the proposed legislation. She has fought for their interests, sometimes against the will of legislative Republicans, and they have been largely supportive of her.

That may be a bad sign for a package of bills that aims to eliminate collective bargaining and meet-and-confer rights, bar automatic paycheck deductions for union dues and prohibit the use of taxpayer money to compensate public employees for union activities.

As public sector unions battle Republican lawmakers over the four bills, threatening election-year retaliation and even Wisconsin-style protests, Brewers history with the public safety unions is giving some hope that she’ll be waiting with her veto stamp if the bills reach her desk.

Gary Pelleran, executive chief of staff for the Arizona Correctional Peace Officers Association, said his union hasn't always seen eye-to-eye with Brewer, but he sees cause for optimism with regard to the union bills.

“She's always come through for Corrections and Law Enforcement groups, which we hope she continues,” Pelleran said. “We would hope that she would follow through and get rid of these.”

When Brewer took office in January 2009, one of her first acts as governor was to rescind an 11th hour executive order by her Democratic predecessor, Janet Napolitano, granting meet-and-confer rights to unions representing state employees. But she didn't overturn an earlier executive order that gave meet-and-confer status to unions representing Arizona Department of Corrections employees.

In 2011, Brewer intervened in negotiations to overhaul the pension systems for public employees, which the Arizona Police Association and Professional Fire Fighters of Arizona credit with softening the blow. And her high-priority personnel reform plan, which would eliminate civil service protections for all new state employees, largely exempts public safety employees.

Some of those unions have stood by Brewer as well. Firefighter, police and corrections unions gave money to the campaign for Proposition 100, the 2010 temporary sales increase that Brewer championed. The Arizona Police Association, Arizona Fraternal Order of Police and Phoenix Law Enforcement Association endorsed Brewer in 2010, while the firefighters stayed neutral instead of endorsing Democratic candidate Terry Goddard.
